PLC Sim with S7300/400 is only made for interrnal communication, not with external access. Nettoplcsim is not a Siemens solution. You should try with real PLC Hardware.

You can't get online the names of datablock out of a S7-300 or S7-400. The "undecoded telegram data" will be requests on the CPU to give a list of blocks, and the CPU answers with the blocks available, but only with the numbers. This does not differ to a what you get with a real S7 plc.

If you want any symbols from the program in your Simatic Net OPC Server, you have to define the PC station inside your Step7 project with the Plc, define a connection to the Plc, select the symbols from the program you want to see. Then compile and download or import the xdb file to the PC station with the OPC server.
