Just wonder if there is a way to switch a project to read only mode in TIA18?

While you wait for an answer, there is a workaround method that is already available from earlier versions. You open the project as a reference project. It is not even required to have an 'active' project open. See the image for hints:

Using the 'Reference Projects' feature is a - not fully functional - way to access a project in a read-only way.

I have a completely different approach here. I'm thinking more of the security features in TIA and the engineering right. Here you can definitely open a project as read-only.

Thank you for your reply. There is 1 thing that intrigued me:

Do you know why VPN setting has anything to do with the project access? I find this restriction irrelevant unless there is some logic which i dont see.

It is not possible to copy stations with security settings (e.g. VPN) from reference projects 

This is not directly related to VPN settings. It is related to project protection, which is mandatory when configuring a SCALANCE S-600 security switch, for example.
