I have a similar problem as i am trying to install the tía portal v16 in my Windows 10 64bit sistem.

So i have a folder with all the instalatión settings in my Desktop of my main Drive.

I have deactivated all the antivirus and firewalls, and i have disbled the net adapter.

I am starting with the instalatión of TIA portal STEP7 prof safety WinccProf  v16.0

I run start.exe as administrarle and the instalatión Begines to initialice.

When It reach 50%of the initialation It stop and pops Up the instalatión screen for setup where you have to select the languages of instalatión and then press Next.

I press Next and then the Next screen shows.

 MSI file initialization failed: ERROR_INSTALL_FAILURE

The only options from that scren is to cancel the instalation and go back.

So i have dig all internet trying to find something that helps but i havent find anything that solves the issue.

I have all my files in the main Drive of muy computer.

I have modified the register editor/MSI.package/Shell/runas/command/ default(msiexec /i "%1").

I have no idea which one of the MSI files its not able to install so i cant work with It.

I have download the software twice just un case the First one was faulty.

I need help , i beg someone like you help me.

I have spend quite some time on this so I will tell you what I discovered:

In my case the problem was, that I downloaded data to external E:\ disk (many years ago) and then after few years I was trying to run it from D:\ disk, also I was trying to extract data to my main C:\ disk and I was still having the same error. So I tried to run directly TIAP_SIMATIC32.msi and got some error with E:\ disk (not even connected).

You should be able to fix the path somewhere in the registry, prob shell folder, but I chose easier way: plug USB to make it D:\ disk, so the external disk that was used for install got E:\ path and the error message was gone.
