I am not sure what your problem is. For loading the hour use L DB120.DBB3 instruction as example / or move this to another byte variable. But it´s BCD coded.

DATE_AND_TIME (date and time of day)

In STEP 7 (TIA Portal), how can you input, read out and edit the date and time for the CPU modules?

I believe the quoted email is for s7-1200/1500 PLCs only - since it uses DTL, not DT like S7-300/400 uses (if I understand correctly).

You can use RD_LOC_T Information on the time zone and the start of daylight saving time is including, for the output you can use DTL variable
