yes, you can only project S7-Connection in NetPro with S7-317 because S7-315 with Lean can´t be active partner.

Your S7-317 using a CP 343-1 must act as a client in ths project, while the S7-315 with a CP 343-1 LEAN must be configured as a server. Look at the documentation file, study the description of the S7-300 configurations. There is a chapter based on TIA Portel, another one on Step 7 v5.6,.

Then select the appropriate sample program and use it to understand the configuration and programming of your CPUs.

I can recommend you a very good manual. Please check table  21.4.2 S7300/S7-300 on PDF Page 103.

Ther you can read, that in PLC with CP Lean is only server.
