After converting much of the French language in the diag upload (sigh), I think we should start by suggesting the following:

1. In Portal, File -> Save As -> Copy of existing project that we will do some work on semi-offline
2. [Temporarily] Delete any network topology from the Topology view.
3. [Temporarily] Remove NTP configuration - OR - make NTP server available to PLC
4. [Temporarily] Stop connecting to the HMI's with more than one controller (so it will stop complaining to your PLC in the diag buffer)
5. Make sure your PLC has a diag error interrupt OB created so the PLC does not go to stop mode for expected diag faults, like IO not available (like ET200SP I/O and Festo CPX).

When you do those 5 things, see how much closer you are to being able to start the PLC with much less noise in the PLC diag buffer.

Avoid any :P IO accesses, like I0.0:P, for any IO that is not actually connected and available to your "semi-simulation-system".  Otherwise, you will find a possibly full buffer with entries related to accessing inaccessible IO, which will push out any good real diag data from the buffer.

Before posting back another diag buffer, please use a tool like Notepad++ or Notepad to global replace / translate any French language.  Actually, before doing a diag buffer export, change the project language to English and verify the PLC diag buffer entries appear in English, then export to text file.
