Contact the system OEM and request assistance getting their equipment into a running state again.

If they configured the system to go into a stop state and not automatically recover (and restart into a running state) on a power cycle, they are not doing a good job for your company.

If you power cycle the PLC, does it go into a RUN state?  If so, does it immediately go into a STOP state?

Please use TIA Portal to review the PLC diagnostics buffer and investigate the cause for the PLC immediately going into STOP after a power cycle.

I have a plc s7 1200 that changed to stop mode .when i want to put it ro run state in TIA portal ask me the password.i dont have its program and can not be erased  with memory card .

also it doesnt have any web server .

how i can do it?

The second generation of HMIs (like the KTP700) has the functional ability to switch the PLC to RUN / STOP. I do not know if password protection would block this function. It may be worth a try. Perhaps it may even work with an HMI simulation.
