You will have to use the version of Step7 that was used to load the PLC originally. Do you know the history of the PLC? Do you know if a password is loaded?

Use the online tools ("Online Access") of TIA Portal first to read the online data of the PLC. Hopefully there will be an indication of which software was used to load the PLC.
