Those instructions are conditioned jumps, equivalent to goto instrunctions of other programming languages.

if "Tag_709" RLO is true, the jump to the label, M0A7, in your example, the move operation 

L %DBW10

T %DBW262

wont be executed.

remember that jumped lines do not execute, they are completely ignored.

You can find those instructions the instructions pane > basic instruction > program control operations.
