We're in the process of commissioning a project (TIA :Portal V14, CPU 1515-F 2PN) and when some minor changes in the program are made (nothing remotely related to the safety part of the program) and I want to download the changes in the software, TIA protal starts compiling also the safety program and insists that the whole CPU is put to STOP, to download also the safety program. This is very annoying, specially during commissioning! There is no prediction when this will happen, sometimes the same changes are made to an identical CPU (there are 7 CPU's all with the identical logic in the project) and then these same changes can be downloaded without the safety program changed. What is going on here?

Apparently Siemens does not have an answer. Downloading some minor changes in a program still is like russian roulette: will it compile the whole safetyprogram again, so the PLC needs to be stopped, or will it just do a consistent download.

All PLCs are identical in software and configuration.

I am looking for answer for this for couple of weeks and me and my colleagues were able to pinpoint maybe something.

This happens for us only when project is copied between two laptops, and somebody who did not made last load does some changes unrelated to safety and tries to load them in. TIA then recompiles two (some projects more) autogenerated safety blocks. Name always starts with F_PS_IN and F_PS_OUT. 

It recompiles it when there is discrepancy between languages avaliable in TIA interface language and what is selected in project are, as we have observed. When language is missing it puts English in the comments for such language. If language is present it puts correct language there.

Our Projects are moslty bi-lingual English+German. However I do not have German language pack installed. So whenever I take project, it rewrites German (DE-de) version of the comments in these blocks to English language. If somebody else who has German language installed takes it after me, it corrects them back as it has the texts in correct language. Both changes result in compilation of such blocks and download only in STOP mode is possible. Even when I did no changes and I try to download after this it wants to download only F_PS.... blocks in stop and nothing else.

We even have seen information about this happening in Compilation Info.

We are all using same version, service packand even update of TIA. Currently V17 without any SP and with Update 4.

The best solution I can see for this is that all these autogenerated texts have all languages in the TIA no matter what you have installed. The everybody has the same texts no mater what. But that is more question to TIA devs.

There is stated that you need to ensure that all user have TIA Portal Installed with the same language if you are working on a multi-language project.

From my knowledge a compile warning should be shown for the specific safety blocks in this case?

If it is does not fit to your problem I recommend to create a service request that further investigation can be taken, especially as you can reproduce the issue.
