The TIA Portal V17 can be directly installed in the languages German, English and Chinese. The languages French, Spanish, Italian, Russian, Japanese and Korean can be installed later using the TIA Administrator - so I guess you need to be online!

To use TIA Portal in French, you need to install the language pack for your version of TIA Portal. Unfortunately, I cannot provide a download link as the language pack is installed using the TIA Portal Updater or the update functionality of TIA Administrator. However, you should be able to download the language packs using the TIA Updater Corporate Configuration Tool. This tool is designed to download software packs once for distribution on the corporate network, but you can use it to download the packs you need.
