I wanted to do the same as you, and after a lot of searching, i found a reasonable solution.

1. I dont want my operators to have acces to the OS of the panel, so i disabled the taskbar. (so they cant swipe on the screen and get into OS)

*You can disable it in the system properties menu, under taskbar. Note: You wont be able to exit runtime (except when you make a button "stop runtime"and give it the event "StopRuntime"

2. You cant make a control for user management, because its embedded in the OS of the MTP Panels. But.... You can make a button "user management" and give it the event "ShowControlPanel" and give the "homepage" property the following name: "Security.UserManagement". 

This opens the usermanagement in popup screen, that will be what you want to have.

Any chance to do the same solution on WinCC Unified PC Runtime ? Unfortunately the "ShowControlPanel" function is only available for MTP Panels...
