When I read through what you have been doing, I strongly suspect the download went to say S7-1200 PLC #1 and when someone attempted to go online, they inadvertently selected to online to S7-1200 PLC #2 (before it was upgraded to v19).

Connect directly to the s7-1200 PLC.  Download the v19 project, then attempt to go online.

If it goes online, check in the PLC diag buffer for any entries during the last download and startup that might lead you into finding out why.

We have upgraded all our programs from v17 to v19 and have started to download them yo our system.... 

The 1500s have taken the upgrade fine... however the 1200s don't accept v19.... we thought it was our firmware and have updated that to the latest fir our controllers.... however.... we down load the v19 to controller its says it has completed with no issues.... but you go to the online diagnostics and it is still v17 program in controller....

Anything else I should be looking at? Of a tutorial or guide as to what's different with the 1200s...

Yes, I also think that there were to different CPUs checked.

If it still does not work:

If you use the S7-1200 with a SIMATIC Memory Card als program card -> transfer the program via TIA + cardreader to the SMC directly and plug in the SMC afterwards in the CPU. The program "must" be at version 19 in this case.

If you use the internal load memory of the S7-1200 but have a SMC somewhere -> configure the SMC as transfer card, transfer the program via TIA + cardreader to the SMC directly and transfer the programe via the transfer card to the cpu.
