Are you planning to utilize Mobile network to connect the locations?

In this case, you can either use Telecontrol, if you need features such as data buffering in case of network failure or communication over specific protocol like DNP3 or IEC 104.

If you only want a VPN based connection with remote station, you can consider LOGO! CIM module along with softwareCIM with either S7-1200, S7-1500 or LOGO! Based on IOs needed at RTU.

In any case, you will need a public static IP address based high speed internet connection at your Master Station Location.
