As you cannot communicate your PC with the Basic Panel, is it possible to perform the reset via USB in your case? Please see:

To reset a Basic Panel 2nd Generation you can only use the already suggested USB Recovery.

-> if you have trouble that the Panel do not find your USB device at booting, try another one, you need a USB 2.0 USB Stick with not too much space (I hae a few that works with 2GB -> some older ones)

For this Reset to factory settings only a few USB devices work (but its the only way to do it)
