TIA Portal cannot be started because the installed products of the TIA Portal have different versions.

Each component of TIA Portal (Step7, Wincc, ..) needs to be updated to the latest update version. You need to update to Step and Wincc to V17 update 7. Better to get update to V17 Update 8 from the link provided above. Make sure other components (PLCSIM,..) are updated to the latest.
