I have a problem with TIA portal 19 is it possible to help me?

1. PLC : S7-1500 V2.9 : SN:6ES7 518-4AP00-0AB0

2. Touch Panel: TP 1200 . SN:6AV21240MC010AX0

I want to connect  PLC 1500 to TP1200.I have made a connection (PN/IE) according to instructions but the connection was not established properly and the data was not transfer between PLC and HMI. I have Read below file for this aim and I have found out that I should configure the access level.

I followed the instruction to configure access level and define a roll but it was not possible. I can not find HMI access in function rights according to the picture.

in my function rights there are just 3 option (1.OPC UA server access 2.user authentication of the opc... 3.manage certificates).

I would be pleasure if you tell me if this instruction just have wrote for s7-1500 v3.1? 

how can I configure access level in my project with  PLC (S7-1500 V2.9)?

because of some reasons I can not upgrade the PLC firmware.

how can I solve my problem?

as far as I know you only need to create a user with the according role/access level with firmware V3.1 and higher. 
However, since firmware V2.9 of the CPU and image-version V17 of the HMI they will automatically communicate "secure", which requires you to set time and date correctly in these devices for the SSL/TLS encryption.
