Why are items listed without quotes and items listed with quotes different?

the reason is probably the "dot" in some of the tags (i.e. "0.5Hz"), which counts as a special character and therefore needs the quotes. In your example without the quotation mark there are all tags without the dot listed.

Is it possible to make it list everything even without quotes?

 Probably by using namespaces as of TIA Portal V18.
...but the introduction of namespaces might actually have made it even more necessary to use quotation marks, especially if you don't use namespaces 

How do you use the namespaces in STEP 7 (TIA Portal) V18 and higher?
