But the "start center' stay open during the delay set, I wanted a static screen (for example my root screen or the screen that is displayed during power ON without error message during a fixed period of time.

As soon as the Runtime is started, it is trying to communicate with CPU. (And when that is not possible it will display error message) 

Then perhaps a hardware solution might help 

(First power on the Switch and with a Timer you can switch on Panel after a fixed period of time)

In fact that you use a Basic panel you also cannot use scripts. So something like start RT and use a dummy Screen that checks after some time in a Script if the time has expired and then switch to the startscreen and activate the PLC connections with systemfunction is not possible.

So I would also say, using wait in Start Center or a time triggered powersupply for the Panel could be used with the basic panel.
