It would not be possible to use on-device scripting to create a dynamic menu structure. There are several reasons why you can't, starting with the fact that scripting can't access downloaded screens, only the currently active one. Another reason is that you can't use scripting to create screen items.

However, it would be possible to do some automatic creation of navigation screens using TIA Portal Openness. However, this would require a lot of additional programming to create some simple screens.

Or maybe SIMATIC Visualization Architect (SiVArc) would be an option to use, but it requires additional licensing and is basically designed to create HMI screens and objects according to the PLC program and not according to HMI screens.
