  Iam also facing the same problem with my S120 single motor module controlled by CU320-2P.Since it is book size model i checked the X21-3,4 for 24v and found ok. But still the r2 shows [44]switching on inhibited-supply STO terminal w/24 V (hardware).So it will helpful if someone give solution to solve the issue.

Sounds like this system has been running for a while and you want to figure out why it is not being allowed to run now.  True?

If that is true, the E-Stop / safety string for the drive (check the control unit digital inputs for the safety integration and EP+ terminals on the Power module.  These are well disguised (my opinion), sometimes behind covers.

   As i mentioned EP terminals for the motor module is X21-3,4 as per the manuals and we receiving 24v in that terminals. Other than that there is no emergency in the system. All the digital inputs for the CU are present. Still the motor module safety enable was missing. 

FYI :This problem began during the control power restoration.

You should get +24 V at X21:3, 0 V at X21:4 at motor module.

On CU check which BI is connected p9620 & its status should be high.

Talking about P9620 ,its status is 0.

Before coming to that ,there is no safety function enabled through P9601.(see attachment)

Even though still  r46.8 shows Safety enable missing
