He say Sinumerik Operate and that means it is with Sinumerik 840D sl or 828D.,

That massage came maybe from ToolMan configuration or you are making some mistakes with PLC program, check what is the status in PLC program and condition on macro program which is responsible for tool changing.

Because i was in almost same situation on first release of HMI Operate let me save you some time.

Please, look in NC 61 from 2010 year in chapter 4 page 2 there is written:

"• Integrated tool management for a tool magazine
- More than 3 tool magazine tables (option)"

meaning of this is: you must use ToolMan because of other integrated software, in your case ShopTurn.

If you want to use only a T numbers ask in local Siemens to downgrade your Sinumerik system to version 1.4 or 1.5.

If you try to use ToolMan with Sinumerik Operate just set parameter which are written in ToolMan manual and integrate FB/FC from example for simple machine this shout work, and also take turret configuration file from example and run it like part program.
