Users need to be created in Windows User Management. The option you are talking about in adobe flash file is logging into system for assigning roles in ALM. Details information of how to create users and rights allocation is briefly explained in Simatic Logon Manual.

ABN Posts: 212 Rating: (12)	hi u have to go to Windows User Management MyComputer ==> Manage ==> System Tool ==> Local Users and Gropus Under Groups you need to create groups like, Logon_Administrator Logon_Manager note, prefix "Logon" is essential. Same group (and not the user)need to be created in "WinCC User Administrations" and relevent rights need to be provided to it. then again in Windows create users and assign Gropus to users. Say, if you creat user called "seaf" and you want to assign proerties of the Logon_Manager to seaf then u will add the Logon_manager as a group for Seaf. This is the way of creating the Users. Deatils u will find in Simatic Logoon Manual. Please type "compatibilty" and search for WinCC / Windows compatibility with Simatic Logon.
