After few reading I think I understand you. True is simple it is almost impossible to protect machine or program before people stupidity. You cannot predict everything and unfortunately operator can do somethings that you even don't think for about a second that is possible.

In this case you can before some machining put communicate like that :

MSG("Be sure that you use proper tool") or MSG("Active tool T ”<<$P_TOOLNO<<”Check it this tool is on machine").

MD11450 $MN_SEARCH_RUN_MODE, bit 1 = 1

This will run PROG_EVENT after a block search, which should call CYCPE_MA, if loaded. This subroutine can check the tool in the spindle ($TC_MPP6[9998,1] ) against the tool expected from the block search ($P_TOOLNO), and either cause an alarm or change tools.
