If you have TIA portal as an upgrade from Flexible then you have common license for TIA as well as for wincc flex. In that case no need to buy additionally Flexibe. So for the people thinking to move to TIA and still use flexible it is better to buy flexible and then upgrade to TIA because if you buy TIA you can't downgrade back to flexible, so you will pay double price.
