the engineering Package is only for configuration.

i think is better you write which WinCCflexible Softwae you have exactly and which problem you mean to have.

If you have only WinCCflexibel Engineering Software and no WinnCCflexible Runtime then you can only create HMI Projects, configure the HMI devices (Panels or Runtime) but ist not a HMI Runtime itself, for this you need the SW WinCCflexible Runtime.
