Which version of TIA13 are you running?
TIA13 SP1 allows for simulation with an S7-1200, whilst TIA13 (SP0) only allows the S7-1500.

From your screen capture (thanks!) it seems as though you have an S7-1200 in STEP7 while in the simulator there is an S7-1500. These need to match up.

I did not upgrade to TIA13 SP1 (there is an update 1 too) yet. What I do is copy the code segment into an S7-1500 CPU project and then simulate that with the simulator. - - and only in small chunks.

Is TIA V13.0, how i change?

As mentioned, you first  should check the version of your program that it possible to find out in TIA portal via help menu.If you have V13, you need to update it to TIA V13 plus SP1 to be able to simulate v4.0 and higher CPUs in S7-1200 range of products.I have tested and it doesn't deserve the labor of downloading the update file and doing the update even for a trial version.Read more here:

 I installed SP1, 

when I compile, it has not error.

but now I can not download.

It is not possible to guess what is wrong, but it is beneficial to check if:

1. You selected a CPU in range of  S7-1200 in  V4.0 onwards.
   
   
   
2. Select the proper PG/PC interface for S7-1200/1500 simulation
