You have to install the PLCSIM component separately (alongside Step7 & WinCC components) - Christoph has given the link already. Updates are found here [LINK]. I recommend the latest update.

That is not the setup/installation, this message is from the extract program with which you extract the downloaded files. I look that one of this files ar not downloaded correctly. Regards Christoph
