I'm not sure if I understood your question correctly as it is not written in very clear form. Bu ok. I think what you're looking for is some PLC internal tag which will indicate which of two HMI's has currently control. So, for example, if tag is TRUE then you deny all control from PC and when it is FALSE then you deny all control from Multipanel. You can set/reset this tag in each of the panels and add some extra safety layer with some confirmation or password.
