 No.  The time required to reach Max speed will depend on the Ramp Up time.

Reference acceleration is the time required for speed setpoint  to increase

Faster time means, suppose 300 rpm to 400 rpm in how fast steps say 310, 320... 340

Slow ref acceleration is the time for say 305,310,315

This will be load related. Acceleration time depend on application like Pump or fan curves will be helpful, torque requirement, time needed to start for system response may require upsizing the drive to meet application. 

The start up time or acceleration time depends upon the motor transient time or it can be said it depends on motor's inertial. Heavy the motor (i,e. high inertia), it will take more to time to settle.

suppose that i want to run the motor from o to 1500 rpm and the ramp up time is 5 seconds and acceleration reference is 25 rev/s2

what is the effect of changeing acceleration reference to 10 rev/s2?
