I have what I believe to be a simple problem but I do not know which Siemens PLC would be best to use. I am looking at the LOGO but there may be a better option...

I have a water system with 2 pulse water meters and 1 motorized ball valve. All I need it to do is read (water meter 1) pulses and when it reaches the set value it opens the (motorized ball valve) and when the pulses from (water meter 2) reach the set value it closes the (motorized ball valve) I attached an image. Internet connection, alarms and monitoringcapabilitieswould be a plus.

I have 2 questions. First which product would work best for this application? Second do you offer programming services or know someone who does?

My first programm has 1 watermeter, but in your example you use 2 watermeters.

This new programm is made for 2 watermeters.
