yes the WinCC V7.4 is not compatible with PLCSIM V14 at the moment.
Alternatively you could use PLCSIM V13, this is compatible with WinCC V7.4.

As I was informed the future SP1 for WinCC V7.4 should be compatible
then with the PLCSIM V14.
