I have opened your file with PG 2000 demo.
For STEP5, the program block PB1 is too large from the network length. The STEP5 block has a max. length off 255, this PB1 has a length of 284.
Either the block was created with another software or the header of the  block was manipulated.

In the appendix a PDF file, in which I have the blocks printed.

FILE \ PROJECT \ SETTINGS (F4) \ 3 SYMBOLS \ SYMBOL FILE: [TDRILLZ0.INI] \ F6

RECORDING AND LOADING PROJECT ADJUSTMENTS: FILE PROJECT [TDRILLPX.INI]

FILE \ PROJECT \ LOAD \ FILE PROJECT [TDRILLPX.INI]

All files (TDRILLST.S5D, TDRILLZ0.SEQ, TDRILLZ0.INI, TDRILLPX.INI) must be in the same folder. Then you must load in STEP5 the project file "TDRILLPX.INI".
