The pause time shall result from the difference "60s - x = y", where x = on-time and y = pause-time. With the pulse encoder then a digital output should be controlled. Is this correct?

But that is clear that are rounding errors. 60s = 100% 1s = 1.67% = 2% in the display. 2s = 3.34% = 3% in the display. 3s = 5.01% = 5% in the display. These rounding errors occur because the LOGO! can only fixed point arithmetic.
