We have mp227   8inch touch, with memory card inserted for backup. 

The HMI display has gone by water flashing. 

I have taken the Pdz file , and I have laptop with wincc flexible runtime installed, is there a way to run RT from PC with this file?

under the following link you find the Back Transfer Description: https://support.industry.siemens.com/cs/ww/en/view/21907703. In chapter 2.2 it says that "You can now save the project again.". In my opinion it means you then have the engineering project. From the engineering project you can re-create the runtime-project again. The latter one is what you require. But I don't know, if it is running on the PC correctly, because it is a panel project.
