yes could be but I see some other reasons now.

1. user want use that mentioned HW.

2. user have old Step7 SW avilable.

3. in case of new HW, new SW need to be also purchased. In this case I expect some longer experience with old Step7 than with TIA portal.

No problem if he re-count all possibilities and ask for another solution.
