Is there a way I can read an Up down counter current count value and compare it with a fixed value to operate a bit., similar to the way a Comparitor function does it in TIA. I want to control a simple ladder step sequencer based on count value. So depending what the current count value was this would determine what ladder step to run Thanks.

The LOGO! can compare analog values only as an integer, since the LOGO! only for fixed-point numbers (16 bits, -32768 to 32767). The counter value of a counter is however is a DInt (32 bit) and can be max. reach a value of 999,999. If the counter value does not exceed 32,767, it can be easily compared using an analogue comparator. Please tell us, how is the maximum of the Counter value.
