Facing error in the very first step of PH Ready component. "WinCC alarm system not initialized. could not send system message". Has anyone encountered this error.

2 OS redundant single station servers are using CP1623 on them. CP network adapter has one ip address for NDIS and different ip address for industrial ethernet, both of them on same subnet.Historian server is using LAN port with same subnet.

All above are connected through a switch.
Q1. Will Historian log data from OS via CP 1623 cards or do the OS have to use lan card to send data to PH.

Q2. On both OS, when wincc runtime activated. I check windows event log and getting the following error for PH-Ready component (CCCAPHServer) - "WinCC alarm system not initialized. Could not send system message.
This error appears on both OS servers.
Please note - Alarm logging and tag logging are enabled.

And with the message number 1003071 you find your message "ALGRT:@100%s@:Message System Runtime <Server> not initialized":

Cause: Message system runtime <server> not initialized. 
The server is reporting that the project was activated without the runtime components of alarm logging.

Action: Inform service personnel. 
Configuration:
Check that alarm logging is no longer highlighted in the project in the computer's start list.

If the alarm log is set to startup, then it could be that the alarm system is crashing or perhaps shutting itself down at startup of the project for some reason.

Then you need to investigate the WinCC logfiles (..\diagnose).

We had same problem.

Our SCADA Application run on WinCC 7.4 upd 1, and we use PH 2014 SP2 Upd 3.

Solution was that we started application without alarm logging runtime. After that the PH-OS communication will be OK.

Then restart application with alarm logging runtime, and everything was OK.
