There is no special tool, you can watch the values and quality of the tags in the Tagmanagent-Editor. And the connections can you watch with the Tool "Channel Diagnosis". The "Self diagnostics" messages are generatet by the WinCC prozess "Application Health Check", which is watching some important processes in Wincc.
