You need to purchase the license for ModulR PID Control package, see the screeshot below. In the meantime, here is a link to the manual:

 There are 2 types of modules for modular PID :

1. Library of Function block
2. Parameterization user interface
   
   

You need search for product that has FB at the end like  (6ES7860-1AA10-0YX0 S7 modular PID Control FB V5.1 SL ) or a similar one.Do your search for appropriate product.
