Hi,

TP700 comfort is not available in WinCC basic.

You need to install WinCCComfort/AdvancedV14 SP1 for Comfort Panels

Trial version is also available test it for 21 days after that you need license

WinCC Comfort / Advanced V14 SP1 Trial:

SIMATIC STEP 7 including PLCSIM V14 SP1
