When l chech licence manager , l can see green things. So how can l solve this problem ?

In this case, you can use the WinCC "License Analysis" tool (refer attached screenshot). The licenses with comment Ok are fine while the ones in red need to be addressed.

In case you are using an ASIA version of WinCC (Chinese/ Micrex NX), this issue could arise because of the absence of a license dongle. 

From your pictures it is clear that you do not have any expired/invalid licenses in your Automation License Manager. Sometimes, this popup arises because of the same too.
