In my work, the web server is disabled. In a manufacturing environment, I might opt for leaving it enabled. Outside the PLC? Install a managed network switch and limit the number of port 80 connections, and the number of simultaneous connections. If you are having trouble controlling the equipment because too many people are looking at browser data, get rig of user pages, reduce the size and number of watch tables, and change the admin password.
