"BCE communication card" is just ordinary ethernet card (IE General). So yes, you can use ethernet card that is available in your ordinary PC. But you will have to buy BCE license (or Softnet if necessary) in order to use it to communicate with the PLCs depending on your configuration.

Please make sure that your PC's CPU is good enough, since it will be used to handle the communication load.

Yes, you can. 

If you do not require redundant communication to S7-400H, then standard BCE is okay. 

1. BCE is for AS Single station up to 8. 

2. CP 1623/1628 is for communication on AS single station/ redundant AS up to 64 AS single stations.
