My query is regarding whether or not the HSC can be simulated with PLCSim.

I've upgraded the project to v15.1 and swapped the CPU to one with firmware version > 4.0 and selected the simulation support during block compilation under project properties --> protection. I then compiled all and downloaded hw & sw and I then toggle the clock generator input i0.0 but I do not see any change in the count value.

Would I perhaps need PLCSim Advanced for this?

Split from Sample Program: S7-1200 High Speed Counter (HSC).

The high speed counter and other hardware interrupt functions for the S7-1200 cannot be simulated. Not even PLCSIM Advance will help for the S7-1200.

Thanks for the suggestion and that would work perfectly but in this case the project is actually a migration from a s7300 CPU system with a FM350-2 to a s71200 system using the compact PLC with technology objects.

So the client wants to see a simulation of the new system working compared to the existing. We are not yet at the procurement stage but I will have to suggest that he orders the PLC at least for this purpose.

I am also waiting for an answer from my Siemens rep regarding if a s71500 HSC could be simulated.

Simulations are terrible for demonstrating time critical processes. I can bet you the winning Euro-Lottery numbers that your client will still not be happy. I would have offered you a referral of what the S7-1200 can do, but would probably not help either. 

The reps are authorized to lend you some hardware to win over a contract. Have them lend you an S7-1200. Or "buy on approval". Having a bench S7-1200 is a good investment for you to make too.

You will be glad you got a hardware piece. Simulations tend to steal more time in getting the simulation part to work than the actual simulated process.

By hook or crook get the hardware.

The S7-1200 is a compact-type PLC with on-board IOs. The S7-1200 does not use technology objects to work with HSC. Transistor type buit-in inputs can be configured for high speed counting.

Technology objects for motion control has been capable on the S7-1200 CPU since firmware V2.0 - provided it is not a relay output only CPU.

About the S7-1200:

The HSC is configured as part of the hardware configuration. The counter value can be read from an input-double-word as specified in the hardware configuration.

The CTRL_HSC and CTRL_HSC_EXT instructions administrates the HSC. These instructions are not needed to read the counter value. It is possible to make a program without using any HSC type instruction.

TO: Motion Control related, PID and Ident. Confirm all these notes in the TIA Portal software.
