Помогите! Проблема: установил TIA V14 SP1 (изначально стояла TIA V14 upd2 ). После установки выходит такая  ошибка: the application has failed to start side-by-side configuration is incorrect. see the application event log or use the command-line sxstrace.exe tool for more detail.

I got a similar problem with V15......

Removed WinCC7.4 and sqlserver instance : NOK
Installed latest C++ distributables ( 2017 x86 and x64) : NOK

Then did see that 'Siemens.Automation.SideBySide.manifest' does not exist in C:\Program Files\SIEMENS\Automation\Portal V15\Bin

I then JUST copied the one from V14 en sitopresto ALL working

I didn't have a file "Siemens.Automation.SideBySide.manifest" in the directory C:\Programme\Siemens\Automation\Tia Portal V16. 

I solved this problem like this: Opened the directory and moved this file from version 15 to the root of the bin folder of version 16.

I had this issue with TIA Portal V16 after I downloaded it for the first time. This issue was also the side by side manifest was missing. I did the following in the screenshot below as you instructed and everything started working.
