No you cannot add the WInCC Licenses with powertags. WinCC can only take one RT or RC license at one time.

So you would need a 2048 PowerTags (RT 2048) for example for 1004 Tags.

If you have a too small license already you can also by a powerpack to upgrade to the next higher Powertags level. (it will only cost the difference)

A good overview over the available licenses of WInCC you can find in the delivery release  of your specific WInCC Version in the Support pages. there is always a excel sheet with orderdata integrated and you have all needed information in one view.
