I am encountering an interesting problem with Simatic IPC377G (Yeah I know its PC independent) and WinCC RT Start module with WinCC RT Professional V19 Upd3

Error is occuring like that, firstly, Activating screen comes to AlarmLogging %53 / Initializing Archive Management %5, freezes here, WinCC RT Start crashes and closes, Activating screen skips AlarmLogging process and stucks at TagLogging %60 / Initializing %0

I almost tried all possible solutions available on the internet.

-Installed .Net 3.5 and PCT in DVD, Visual C++ Redist Packages

-Installed WinCC RT Professional V19 and Upd3 from Siemens website

-Installed All in one runtime packages

-Inspected SQL Management Studio, checked services, its already a fresh installed PC and fresh created WinCC project. Message queuing working, services working, database connections working, tests passed.

-I create another empty project and tried to start it but no luck again

-I tried 3 different PC with same configuration, Simatic IPC377G, three are in same situation.

-I installed full TIA portal for testing (Thought maybe it needed something in that package to work)

-Run “Secon” application and repeated DCOM, registry etc settings

-I deleted archive folders and files, created fresh mcx packages but no luck

Sometimes, I got this error, but most of time it doesnt appear:

Application CCsystemdiagnosticshost.exe could not establish a connection to the wincc license server. make sure that the wincc license server is running and that the application was exited correctly the last time you closed the project.

Computers are fresh installed and projects are fresh created. My own PC with TIA portal installed runs projects flawlessly. What am I missing? I really need the power of experience for this problem and appreciate any support from WinCC professionals.

By the way, the archive files in “AlarmLogging” folder created before crash are almost ~12mB, a normal process would be resulted in ~250mB Archive files.
