Load PLC program to memory card(SMC) without S71500 PLC?

Is it possible to use TIA portal or some program by siemens to load a S7-1500 program into the memory card without having a s7-1500 plc? |

you can do that with tia portal. select the PLC and then menu Online -> load to memory card |
