The # and % goes to the notation that is used inside Step7 V1x.

Variables declared within a code block (OB, FC, FB).
This could be declared as part of the declaration area (parameter)
IN, OUT, IN-OUT, STAT, TEMP or CONST.

.........................................................."myGlobalVariable"
These are the variables and constants declared in the tag table,
but also applies to code block names and DB names.

..........................................................%MW20
Applies to all declarations of absolute addresses.

....................................... #myValue.%W1   vs    #myStructure.W1
With the S7-1200 and S7-1500 we have now something called slicing.

The problem with earlier TIA version was that the % was not included in the notation. Therefore it was possible to have #myValue.W1 and  #myStructure.W1 where..

myValue : UDINT  // declared as an unsigned double integer

myStructure : STRUCT
// A structure assigned with two elements
{
   W1 : WORD
   W2 : WORD
}

To reduce the possible confusion, Siemens included the % to indicate that the slicing method is employed on the variable. Go to the link above to learn about the different slicing methods that can be employed.
